The Bureau of Planning and Sustainability (BPS) is reviewing the residential solid waste and recycling franchise. BPS may propose changes to the existing Franchise Agreement between the City and the waste haulers who serve households living in single-family homes through four-unit complexes. The Franchise Agreement establishes geographic areas for residential hauling services. The franchise system limits the number of haulers and trucks servicing a neighborhood and is intended to enable efficient and effective collection service.
Potential changes will be presented for City Council consideration later this fall. Interested parties may comment on the franchise system and suggest changes to the current agreement. For a copy of the existing Franchise Agreement, you may view or print it from our website, or you may phone or email your request. See below for addresses and phone numbers.
Rates and service options are approved by City Council and include a separate public comment process. If you have any questions or concerns about rates or service options, please call 503-823-7202.
A meeting for public comment on the franchise review will be held as part of the Public Utility Review Board meeting.
