WOODLAWN WELCOME AND VISION

“In the future, Woodlawn will be a place where people live harmoniously, respectfully, and in support of one another.  The neighborhood will be a clean and thriving community… All Woodlawn residents will share and pursue the common values of health, efficiency, beauty, equity, and justice.”

6:30-7:40 General Business

Board and Community Introductions (5 minutes)

Approve July meeting minutes (5 minutes)

Melissa makes a motion to approve the July minutes. Nancy seconds. All are in favor. The July 2026 minutes are approved.

Google Updates  – Joy (5 minutes)

Joy did some digging into our Google history, including talking to two separate Google representatives. It turns out that we have been confirmed as a nonprofit with Google, but     whoever set up our account with them, set up a Business account with a nonprofit  discount. The billing rep said that “your previous subscription is G Suite Business     subscription that is completely terminated and transitioned to business editions which is Google Workspace Business Standard.” So whatever product they transitioned us to must have a different payment scheme. Joy asked several Google people why our costs suddenly went up this year and they never gave me a straight answer.

At any rate, when it was set up, the payment plan was set up on an annual payment plan every January 5th. We were set up with 4 licenses even though we only use one. It was also set up to have the billing contact as someone named Nate Klauer of Beaverton using admin@gowoodlawn.com, an email address that doesn’t exist.

Our goal is to transition to a completely free Google Nonprofit Account, but three things   must happen before then. We must change our payment plan to Flexible rather than annual, and that can’t happen until January 5th, 2027. (Joy has set this up to change automatically to flexible on January 5th.) Then, the next step is to downgrade our Google Workspace Business Standard Account to a Business Starter Account. After that, we can finally downgrade to a free Google Nonprofit Account. So, for budgetary purposes, we are still on the hook for $14 a month for the next 4 months. Joy was able to have them change the billing contact to info@gowoodlawn with my name and phone number.

On a related note, whatever credit card that our monthly Google Bill was running on expired this month and if we don’t give them another credit card number, they’ll cancel our whole account and delete our data by October 1st. Visa •••• 1838, Expires 08/26.

Outstanding things: We still need a new W-9. Joy will bring one for PZ to sign at the meeting. PZ will sign this.

NNO/POP – August Party in Woodlawn Park – PZ/Joy (10 minutes)

Party canceled due to heat and AQI smoke that particular day. We need to decide if we   want to reschedule the party or pivot into a Plaza Celebration instead. PZ has reached out to the city re: options for rescheduling. There is a finite window for when they waive   all the fees. Three options—(1) apply through normal city process and have a party but not through Parks. (2) have a block party in the street need to get neighbors on the block to agree to this (3) we have the PBOT plaza in operation and city would like us to have a kickoff party there, grand opening, launch. Vendors from NNO/PPO would be willing to participate.

PZ suggests that we do option #3 recycling funds and inventories from the postponed August event. Guthrie suggested we make sure that Firehouse doesn’t have any events  scheduled at their facility. John and PZ suggest a Sunday afternoon or Monday or Tuesday evening when Firehouse and Campana are both closed. Moving this to the  Plaza Party as a win-win. Joy mentions we might need places for people to sit and to  encourage folks to bring their own chairs. PZ mentions that we can use the WFM equipment as well. We decided to try for an event the afternoon of September 20. Tentatively 11AM to 1 PM. Talk to the food folks this week and see what is the best option. Title for the Event = Party on Plaza at Woodlawn Yards! We will get signup sheet for volunteers going.

Woodlawn Yards Plaza Updates – John Tudisco (5 minutes)

The city painted Woodlawn Yards section and tada! the pedestrian plaza is now open to the public. PBOT delivered chairs, tables and chair sets, planters, and signage to the site as well. We are hoping to do the rest of the painting in the near future, there were a few hiccups in the process. In its pilot phase right now for three months. Start date roughly July 16th. Open to public comment. 4 plazas rolled out this year – the other 3 are Parkrose, Foster-Powell, Beaumont-Wilshire and two of them are already having other issues. Woodlawn Yards is now on Google Maps. Need to not move the tables into the fire lane. So we need to add some signs about fire lane, no alcohol and no tobacco. Children are using the tetherball. Where to give comments? PBOT will be sending a survey. We need to get a link to the survey.

City Repair helped with the painting of the plaza. John said we can work with them in the future re: how to get grants for the plaza. City Repair especially a history display. Little Free Library for puzzles to install here too – an idea. Nancy mentioned that there is a free Portland Puzzle Exchange every month and could easily keep a free library stocked constantly with them!

PZ notes that we should add an official Woodlawn Yards bulletin board to the plaza space. John has a halfway to St. Patrick’s Day event on the calendar. The approval process to put a storage shed there and we as WNA would need to fundraise for this via PBOT.

Fundraising – Give Butter – Joy

We have two donors so far. PZ as a regular donor and also Luke Grozer who gave $100. Joy also sent thank you cards. Joy is still trying to become a signer on the Beneficial Account. Ditto for Brezil and Woodlawn Farmers Market. We will need to set up protocols for Give Butter when the money starts rolling in. There is a fundraising goal of $7000 on WNA Give Butter right now. We are also having a strategic planning  meeting to further discuss stuff around this topic.

Grants & Business Outreach  (PZ)

Engage in discussion to create a fundraising committee. A hot topic we need to focus      on. If you have an interest in this area, please let PZ know. Guthrie is interested in       helping with this. Liz Kennedy, a former board member, is also interested in helping.

Woodlawn Farmers Market Updates –  Outdoor Season every Saturday June-October 9am-1pm.  PZ/Keith (5 minutes)

Community Topics

Open mic – please prepare your topics at 2-3 minutes with 2-3 minutes for questions (5-6 minutes total) – It’s your turn to activate in Woodlawn!  (15 minutes total)

Bruce a neighbor. Was President of Musicians Union in PDX for 21 years and still on the board. Currently service Musician Advocacy Council. Doing a lot of work with neighborhoods and bands and issues that come up. Want to put 2 surveys out to the Woodlawn Neighborhood. Inform us in how to create a neighborhood plan for dealing with noise in neighborhoods. Bands would schedule rehearsals etc. with neighbors to avoid “noise” problems. They would like to put this survey into our newsletter that goes out. This seems like a good idea. So we will need to get this survey information from Bruce to Linde to put in our newsletter and to put on our social media sites. The Council is also working on new construction in the neighborhood where venues or events take place. Lots of topics surrounding sound are on their agenda. Anjala notes that even events that do not involve music can have a noise impact on neighborhoods.

Wraithan comments. Managed the Good Neighbor softball team this summer. Team is open to beginners! Helpful to bring a glove if you have one. Made a website and starting a Woodlawn Softball club to play on Wednesdays at 6 pm for interested folks. Also looking to run pickup games on Saturdays at 4 pm periodically. Wraithan will be putting up posters about this around the neighborhood. In spring there will be “tryouts” to see who wants to join the team and see who wants to play in a bar softball league. Only safe for adults to play.

Angela – should Jill and Angela pick back up on fundraising for the holiday events for WFM? PZ notes that we need to make decisions first about these events. We will be discussing this at our off-site WNA board meeting.

*Conclusion of neighborhood meeting, feel free to stay to socialize!*

7:15-7:30 Social Time

  • Meet your neighbors! Connect with the community, presenters, and others active in the Woodlawn area.

7:30-8:00 Board Business

Chair Updates – PZ

Board vote in October 2025. PZ is the interim chair. David, Melissa, and Nancy are resigning from the board for the 2026-27 year. October is the voting month and we have open seats. We must have a formal treasurer in place re: bank stuff. Anjala notes that WNA sends a NECN representative to there. We have to take a vote to make this official in October 2026. Joy is willing to step out of Vice Chair role and into the Treasurer role. Folks will do outreach re: recruiting new board members for the WNA. And Guthrie is interested in being a Secretary through August 2027 when he will be leaving Portland.

PZ proposes an additional meeting for the WNA Board on Wednesday September 16, 2026, to discuss strategic directions, planning, and projects. It is 6 pm to 8 pm. At Tamale Boy. Anjala will be speaking first at that event as she has to leave early.

Agenda topics from the survey we did re: what to focus on in 2027—

  • fundraising and budget aspirations
  • annual events
  • land use and livability

Vice Chair Updates – Joy

See above for the rest of Joy’s report. We are still sorting out the Beneficial Bank signature changes, etc. Hopefully resolved soon.

We need to update our Google password. It was decided to do this after our Board   Elections at the October 2026 meeting.

We were working with East Multnomah Soil & Water District to do an event on September 19, 2025, doing an event re: seed-saving. Now Joy will host this solo as it is too late to get the grant at this point. She plans to be at the Farmer’s Market on the 19th   with a booth and will give away the remaining seeds from the spring. Also, Joy is willing to take on resubmitting this grant next year.

Treasurer’s Report – Melissa

We have $1997.27 in the bank which is more than we had last year. The only expense this month was a $14 charge for Google, an increase over what we have paid in the past. We pre-paid for the party. Melissa still has the other PPO checks. She will re-use or write new ones. Beneficial has been given all the information to add Joy and Brezil to accounts and to remove Dennis FINALLY. Once Brezil signs Keith is off the account. Melissa is getting an information packet together to hand off to her successor at the October 2026 meeting.

Land Use and Transportation Report – Anjala

LUTC updates. Anjala has been receiving various notices re: property subdivisions. She has been posting them on the WNA Facebook page as they are public notices. Port of         Portland planning to build warehouses and associated parking facilities. Might increase   traffic and noise along NE 33rd. We and NECN testified against the demolition of Lloyd          Center, but it is likely it going to happen anyway.

Secretary’s Report – Nancy

Nancy has organized all of her MS Word Secretary files to hand off to the new Board Secretary. She will post what has been done to-date on the Woodlawn Shared Google Drive. Also, she has organized the Go Woodlawn website posts she has done as much as was possible and tried to include all of the images she used with each posting as well. Remember, we had that spam bot attack so our Blog posts are a less than perfect record of postings over the years. Nancy is willing to continue as the Go Woodlawn WordPress “liaison” to Shelly Caldwell re: updating our posts on that site.

Outreach and Community Engagement Report – Linde

Linde was unable to attend the meeting so no update this month.

NECN update – Anjala

PZ nominates Anjala Ehelebe to be the WNA NECN representative for 2026-27 and  Keith seconds. All are in favor. Motion passes.

Team is functioning well now. NECN needs a new representative from WNA. All four district leadership teams are collaborating. The NECN professionally directed strategic    plan should bring in roughly $100k or more in funding. All neighborhoods are working together on this. Plans are to go to other strategic partners and no be beholden to the city for funding. NECN has contract to handle outreach for District 2. Now 4 district EDs have been meeting with chairs of coalitions on a regular basis. Working with city to rewrite statutes and rules that guided NAs for years. The City Administrator has been a friend of NECN. They used to be a director of NECN. A lot of good news!

Board Attendees—Anjala Ehelebe, Melissa Jura, Nancy Flynn, PZ Zelenka, Dave Sander

Non-Board Attendees—Angela Taylor, John Tudisco, Guthrie Hausken, Wraithan McCarroll, Bruce Fife
