Shelby Phelan is a member-at-large on the 2023-24 Woodlawn Neighborhood Association Board. She grew up in a small town just outside of Boston, Massachutsetts before moving into Boston proper to attend college at Northeastern University where she studied Cultural Anthropology and International Affairs. Shelby and her partner, Julian, visited Portland on a road trip in 2019 and fell in love with the city. The pair wrapped up graduate programs (Shelby has her MS in Nonprofit Management) and moved to Woodlawn in May 2021, living first in an ADU at NE 14th and NE Ainsworth before purchasing their first home in 2022 just a few blocks away. Shelby joined the WNA because she loves her neighborhood community and wants to contribute to creating additional opportunities for engagement.
